It is possible to publish web content, including blogs, with RSS feeds without the need for programming or integrated tools on an organisation’s website. WebRSS (http://www.webrss.com) provides a free web-based service for managing the publishing of RSS feeds. Desktop based applications also exist so that feeds can be easily created and managed. RSS Feed Creator (http://sourceforge.net/projects/rssfeedcreator/) is an open source application, but there are many which are relatively cheap to buy.
